Postal department ties up with online retailers – The Hindu News

Postal department ties up with online retailers – The Hindu News

Don’t be surprised if your neighbourhood postman delivers products you have ordered online, along with letters.
The department of posts has recently tied up with various online shopping portals to offer delivery services.
With e-commerce growing by leaps and bounds, the postal department, which has a widespread reach, particularly in rural areas, will bridge the gap in logistics.
The department has tied up with major e-commerce players, including Amazon, Flipkart, Shopping Zone India and Naaptol, to help ramp up their delivery system.
“We are also in the process of tying up with smaller online players. We are delivering more than 80 per cent of the products ordered online to customers across the State on behalf of some e-commerce firms,” said an official.
A tie-up with another major online market firm, Snapdeal, is also under way. Soon, customers need not necessarily visit the nearest philatelic bureau to buy stamps as Snapdeal will also offer philatelic stamps and first covers of the postal department.
In Chennai and its suburbs, nearly 2,300 postmen, postwomen and gram dak sevaks (who are part-time staff members) attached to 110 post offices will be involved in delivering goods through various modes, including cash-on-delivery.
T. Murthy, chief postmaster general, Tamil Nadu circle, said: “We have set up a dedicated parcel-handling unit in Ekkaduthangal where the products are sorted and dispatched to various places. We have the capacity to handle over 40,000 parcels daily.”
The department now handles nearly 28,000 parcels daily and delivers across the State. Of these, about 30 per cent is delivered in and around Chennai.
“We deliver in a day from the date of booking, in Chennai, and in a maximum of four days in remote areas. We are processing the requests of many other e-commerce firms too,” said Mr. Murthy.

World Post Day

Writing letter is also an art. I have to write letter and have to write only the truth in it, and have to pour love, if with this thought you sit down to write the letter, then you will definitely write a beautiful one.”- Mahatma Gandhi (1869-1948)
Now it’s the era of email, SMS (Short Message Services) and MMS (Multimedia Messaging Service). Still the world of letters is unique. Gwalior born Hindi poet Girija Kumar Mathur (22nd Aug 1919-10th Jan 1994) wrote:
“Letter is like a personal newspaper at home
Support of the loner
It’s a sign of happiness
Love and friendship.”

“Meghdoot” of the greatest Sanskrit poet and dramatist Kalidasa (5th century AD), Nobel laureate (Literature, 1907) Rudyard Kipling’s (1865-1936) poetry “The Overland Mail”, Nobel laureate (Literature, 1913) Rabindranath Tagore’s (1861-1941) play “The Post Office”, Indian writer Mulk Raj Anand’s (1905-2004) book “Story of the Indian Post Office”American singer and actor Elvis Presley’s (1935-1977) song “Return to Sender” have illustrated the glory of letters.
These random and sudden thoughts are coming to us on “World Post Day”. The day is celebrated globally each year on 9th October, which marks the anniversary of the establishment of the Universal Postal Union (UPU) in 1874 in the Swiss capital, Bern. The Universal Postal Union was the start of global communications revolution, people could write to others all over the world.
It was declared as ‘World Post Day’ by the UPU Congress held in Tokyo, Japan, in 1969. Since then, World Post Day is celebrated all over the world to highlight the importance of the postal services.
The purpose of World Post Day is to raise awareness among common men about the role of the postal sector in people’s and businesses’ everyday lives and its contribution to the social and economic development of countries. The celebration encourages member countries to undertake programme activities aimed at generating a broader awareness of their Post’s role and activities among the public and media on a national scale.
Every year, above 150 countries celebrate World Post Day in a variety of ways. In certain countries, World Post Day is observed as a working holiday. Many Posts use the event to introduce or promote new postal products and services. Some Posts also use World Post Day to reward their employees for good service.
In many countries, philatelic exhibitions are organized and new stamps and date cancellation marks are issued. Other activities include the display of World Post Day posters in post offices and other public places, open days at post offices, mail centers and postal museums, the holding of conferences, seminars and workshops, as well as cultural, sport and other recreational activities. Many postal administrations issue special souvenirs such as T-shirts and badges.
With the support of massive network, the reach of the Postal department is in every corner of the world. The development of postal service took place rapidly in all the areas of the world since 1st half of 20th century. It seems to us that Post is nothing but “The other name of extreme trust” of the common people.
On this auspicious day, it is time to think and work as per the terms of Ex-Communication Minister:
“How we can serve the consumer best, this should be the highest duty of every Post and Telegraph worker. Frugality is essential but it should not be at the cost of work ability.” (3rd May 1971, Hemvati Nandan Bahuguna(1919-1989))
Again according to Gandhiji, “For us every consumer is an important person. He is not dependent on us. We are dependent on him. He is the purpose of our work…We do not oblige him by doing his service. He obliges us by giving us the opportunity to serve.”

No.NC/JCM/2014
Dated: August 23, 2014
Shri Narendra Modi Ji,
Hon’ble Prime Minister,
Government of India,
New Delhi
Respected Sir,

Sub: Revision of ceiling for payment of Bonus in Bonus Act 1965

Payment of Bonus Act, 1965 was amended in the year 2007. This Act was called as Payment of Bonus (Amendment) Act, 2007.
In Section 12 of the Principal Act (1965), payment of minimum bonus was revised from Rs.2500 to Rs.3500 w.e.f. 1st April, 2006 through Payment of Bonus(Amendment) Ordinance 2007(8 of 2007) and subsequently passed by the  Parliament through Bill No.89/2007.
The Central Trade Unions and also the Constituent Organizations of Joint Consultative Machinery for Central  Government employees raised the issue of amendment to the Section 12 of the Bonus Act, 1965 to remove the  Ceiling of Rs.3500, mentioned in the Section 12 of the Payment of Bonus (Amendment) Act 2007.
But so far the Government has not amended the Act to pay real wages to the workers as Bonus, which is causing lot  of hardship to the workers due to high escalation of prices of all commodities after the enactment of the amendment  to the Bonus Act 1965 in the year 2007.
You are, therefore, requested to consider the pleas made by the Central Trade Union Organizations and also the  JCM Constituent Organizations for Central Government employees and amend the Section 12 of the Bonus Act, duly removing the ceiling mentioned in the Section 12 of the Payment of Bonus(Amendment) Act, 2007.
As Pooja Festival is fast approaching and orders for payment of Productivity Linked Bonus to Railway employees and  Ex. gratia to other Central Government employees are likely to be issued shortly, you are further requested to  propose to issue an ordinance with the approval of the President to amend Section 12 of the Payment of Bonus  (Amendment) Act, 2007 so as to enable the Railwaymen and other Central Government employees to get real wages  as Bonus.

Expected Dearness Allowance from January 2015

Expected Dearness Allowance from January 2015

As all of us expected, 7% DA hike has been approved by Cabinet on 4th September 2014. Necessary order for payment of DA with effect from 1st July 2014 will be issued by Ministry of Finance soon. Here after our focus will be moving on to next instalment of dearness allowance which will be paid from 1st January 2015. We just analyse the trend of Consumer Price Index with the past seven months AICPCIN to arrive the expected DA from January 2015.
Since 2006, the AICPIN has witnessed second highest ever increase in July 2014. In 2009 the AICPIN increased by 7 points from 153 to 160 in the month of July. After that, an increase of 6 points over 246 points was declared in July 2014. It is the second highest monthly increase on AICPIN records from 2006. See the table below…

20142372382392422442462526
What is the impact of this highest increase of AICPIN on expected Dearness Allowance from January 2015?It is observed that when it was 7 points increase in July 2009, it influenced very much on increasing the rate of DA to be paid from 1st January 2010 and 1st July 2010. The rate of Dearness Allowance had been enhanced by 8% from 25% to 35% with effect from 1.1.2010 and 10% increase from 35% to 45% was declared with effect from 1.7.2010. Though there was no considerable increase after those 7 points in that particular 12 months from July 2009 to June 2010, the rate of DA had been reached 8% and 10% increase level for  successive two instalments.
From this point of view, it is quite obvious that this one month increase on AICPIN is enough to play a vital role to have a considerable hike in rate of Dearness Allowance for forth coming two instalments. So this 6 points increase of AICPIN in July 2014, we can expect, will have a profound impact on increasing the rate of Dearness allowance to be paid, not only from 1st January 2015, but also from July 2015.
Let us see the three probabilities of  AICPIN trend, through which we can figure out approximately the expected DA from January 2015
Probabilities (with AICPIN-IW points)Expected DA from Jan 2015
Average increase of 3 points for remaining 5 months9%
Average increase of 2 points for remaining 5 months8%

I.  RESOLUTION ADOPTED BY NFPE FEDERAL EXECUTIVE.
The Federal Executive of NFPE records its full appreciation for the yeoman service rendered by Comrade M.Krishnan as the Secretary General of NFPE. The Federation has scaled new heights during his stewardship and the unity of Postal regular employees and Gramin Dak Sewaks entered into a new chapter under his leadership. The united movements of Postal Workers under the banner of Postal JCA as well as the independent struggles under the mighty National Federation of Postal Employees are further strengthened under his able leadership. He provided a militant, progressive leadership with farsightedness for the betterment of Postal Workers. It is  under his leadership that the NFPE claimed its historic vanguard role of leading the entirety of CG Employees under the platform of Confederation of CG Employees & Workers and it can be seen that the movement of central government employees has launched a powerful movement including strikes for the establishment of 7th CPC with Comrade M.Krishnan as its Secretary General. The integration of Postal and CG Employees with the entirety of Indian working class organisations in developing the path of united struggles against the neo-liberal policies of Government has further been cemented during his tenure. The leadership of confederation has come back to the Postal Organisation after a long period of 44 years and comrade Krishnan is leading the movement of CG employees in the path of struggle with firmness and it is noteworthy to mention that the unity of all JCM National Council organisations has reached its zenith with all coming together in championing the cause of three lakhs of Gramin Dak Sewaks and thousands of casual labourers in Postal and CG services due to his firm efforts. Ideological education of all cadres and employees through several All India and Regional Trade Union Camps under the banners of NFPE and Confederation; Concrete organisational steps for mobilizing the women employees of Postal Department as well as the Confederation level are some of the landmark achievements of Comrade Krishnan. The National Executive notes with happiness that all the affiliates of NFPE have always maintained a unified stand on all important activities of the Federation and this unity is due to the confidence created amongst all affiliates by the unifying leadership of Comrade Krishnan. The relinquishing of charge as the Secretary General of NFPE by him due to his superannuation from the Government Service is a huge loss to the movement but the Executive wishes to get his valuable advice and guidance to the Federation in the days to come. The National Executive places on record its unstinted gratitude to Comrade M.Krishnan for his able leadership to the historic organisation of NFPE not only as Secretary General but in numerous other capacities as well during his long service.  The Federal Executive further resolves that Com.M.Krishnan will continue to be in the Federal Executive of NFPE even after handing over charge, till the next Federal Council meeting to be held in May 2016.

Krishnan is maintaining constant communication with the general membership through website and also the Bhartiya Post and Postal Crusader monthly journals. The Trade Union classes and workshops organized by Com M.Krishnan, General Secretary for the NFPE and the Confederation has also contributed to a great extent in improving the quality of the organization. The need of the unity amidst the working class of all sections as well as Government employees, organized and unorganised workers, he preached and also practiced during his tenure upsurge him to the  standard of a great statesman and a living legend. It is only Com M. Krishnan, who spends more than 20 hours daily for the working class all along during his tenure.

Com. M.Krishnan is a vivacious, vibrant, meticulous hard working and fully committed leader and is always working for the upliftment and welfare of the Postal employees, especially most down-trodden three lakhs Gramin Dak Sewaks. He has also extended his helping hand to all affiliated unions of the NFPE as the Member and then Leader of the JCM (Departmental Council) Staff side. He is also the All India Secretary General of the Confederation of Central Government Employees & Workers and is at the forefront in implementing all the programmes of the Confederation. The two days strike in February 2014 demanding the formation of the Seventh Pay Commission cut the ice and is one of the milestone in the history of the CG employees’ movement.

Com M.Krishnan has pioneered and crusaded his best in making the General Strikes conducted as per the call of Central Trade Unions and other Federations including NFPE against the anti-people and anti-worker policies of the Govt. a grand success in the Postal Sector. As the Secretary General, National Federation of Postal Employees he built the unity of all the Postal employees and conducted various trade union actions which have prevented the adverse effect of implementation of the new economic policy in the postal sector and to save the postal service as a public utility service. The mass recruitment to the extent of 30% and more in the postal is the major advancement of the Federation for which the skill and negotiating capacity of the Secretary  General NFPE Com M. Krishnan are fully exploited. The fight against closure of 9797 Postoffices and 300 RMS offices in the name of McKincey Consultancy’s recommendation, the campaign against the New Postal Policy and the move of the Govt. to privatise postal services by granting licence to Courier Services, the Cadre Restructuring agreement etc are examples of his uncompromising stand, hard-bargaing and negotiating skill. His capacity to make inspiring and educative speeches and also taking class are worth emulating.

This Central Working Committee of this Union, while saluting Com. M. Krishnan for his devoted and dedicated service to the Central Govt. Employees and Postal employees, especially to the CHQ of AIPEU Group ‘C’ hereby resolved to utilize the valuable and experienced services of Com. M. Krishnan in the AIPEU Group ‘C’ (CHQ) till the next All India Conference to be held in June 2015.
III.  E.MAIL RECEIVED FROM SHRI.D.THEAGARAJAN, SG, FNPO.
In regard to the services rendered by Sri M.Krishnan to the employees, I am unable to find words to express my appreciation towards him. In the last few years my relationship with him is very cordial and it became useful to the Postal employees.  His manner of approaching official side with the issues of staff is bold as well as of positive nature .
So far I do not find negative attitude in him during the negotiation with official side. The retirement of Shri  M.Krishnan from the Department is a great loss to the Postal employees in particular and  central government employees  in general .
In fine , I feel that a good friend of mine is retiring from the service.. I pray to  the Almighty to shower blessings on him and his family members to give happiness and prosperity .
